Governor resigns amid allegations of misconduct

ITANAGAR, Jan 27: The President of India has accepted the resignation of V. Shanmuganathan, as Governor of Meghalaya and Arunachal Pradesh. As per a communiqué from Rashtrapati Bhavan, Governor of Nagaland Padmanabha Balakrishna Acharya will hold the additional charge of the Governor of Arunachal Pradesh until the appointment of a regular one.

V Shanmuganathan, a veteran RSS Pracharak from Tamil Nadu, was accused of compromising the dignity of the Shillong Raj Bhavan and converting it into a 'Ýoung Ladies' Club'.

The staff of Shillong Rajbhawan wrote a letter addressing President and Prime Minister accusing Shanmuganathan of indulging in immoral activities and also harassing the staffs. The letter, whose copy is available with this daily, read "We feel he is demeaning the position of the Head of the State.  He is rude, arrogant, temperamental, and untruthful. Above all, he has seriously compromised the dignity of the Raj Bhavan and unfortunately made the Raj Bhavan into a "Young Ladies Club."

The letter further read, "He reshuffled the staffs from the Governor's Secretariat and made "only all the young girls from the Secretariat" to work for him. He also transferred his own Private Secretary, who is a male, to the Governor's Secretariat.

"After his taking over, a lady from Chennai was appointed as his Personal Cook. A young girl from Jorhat was appointed as Personal Assistant and then was given the post of PRO. He has appointed a private nurse on night duty" , the letter read.

The staff also alleged that former Governor ill treated Rajbhawan officials. The letter lists several other indiscretions and even offers to furnish 'papers and photos' to prove the allegations.

Recently a lady who appeared for the interview of Public Relation Officer had accused V. Shanmuganathan of molesting her. Massive protest has been held against him in Shillong. Several civil society bodies have been carrying out protest seeking his ouster.

The former Governor had dismissed the allegation in an interview to local media of Meghalaya.

While Rajbhawan officials in Itanagar remains tightlipped, a highly placed source informed this daily that, few young ladies posing as personal staff of Governor regularly accompanied him during his visit to Itanagar. In fact ladies were with him even during Republic Day celebration. His strange behavior had worried the officials of state government and many of them felt extremely uncomfortable, said the source.

Meanwhile Union Minister of State for Home Kiren Rijiju while reacting to the development has stated that those holding constitutional posts should maintain certain decorum and be careful in their conduct.

The Arunachal Pradesh Congress Committee (APCC) has sought immediate arrest of former Governor Shanmuganathan for "seriously compromising" the dignity of the gubernatorial office and alleged that his conduct has hurt the sentiments of the people of North Eastern region. APCC also criticized Narendra Modi government for appointing person with RSS background as Governor instead of the experienced people. APCC also appealled to the State Women Commission and other Women Welfare Organizations of Arunachal Pradesh to come forward and demand an immediate enquiry to verify the CCTV footage and visitor's entry register of Raj Bhawan, Itanagar to find out the possibilities of any foul play.

 

 

 

New Governor to take charge

ITANAGAR, Jan 27: Governor of Nagaland Padmanabha Balakrishna Acharya will discharge the functions as the Governor of Arunachal Pradesh, in addition to his own duties.

The Governor designate, who will be arriving here on Saturday morning, will be sworn at the Darbar Hall of Raj Bhawan on January 28 at 1 pm.

Earlier in the day, President of India has accepted the resignation of V. Shanmuganathan as the Governor of Meghalaya and Arunachal Pradesh. PRO to Raj Bhawan.

 

 

 

Ashok Chakra for Martyr Hangpan Dada

Itanagar, Jan 27: Havildar Hangpan Dada, who laid down his life for the nation was posthumously awarded the Ashok Chakra on Republic Day.

 Chasen Lowang, the wife of late martyr received the country's highest peacetime military decoration from President Pranab Mukherjee at Rajpath.

On May 27, 2016, the 36-year-old led his team as Sabu post commander of 35 Rashtriya Rifles (RR) whose bravery and presence of mind saved the lives of his other team members at the same time killing the intruders. The fierce encounter in the Shamsabari range of north Kashmir lasted for over 24 hours.

Havildar Dada was from Boduria village in Arunachal Pradesh. Fondly called "Dada" by his comrades, he had been posted in north Kashmir since late 2015.

Havildar Dada is survived by his wife and two children, daughter Roukhin, 10, and son Senwang, 6.

Meanwhile, the Army has released a documentary on the life of the brave heart which has since been watched thousands of time.

In the documentary, his friend Lance Havildar Vareshang of Sabu Post recalls the night of May 26, saying, "It was turning dark but Dada kept motivating us to look for the terrorists.

'We have to hunt them down', he told us.

" Col Manish Aggarwal, CO of 35 RR, said, "Dada was no ordinary soldier. He was exceptional."

"I am alive today because of Hangpan Dada," said Somhang Lamra, a childhood friend whom Dada had once saved from drowning. In the documentary, pastor Pradeep of Don Bosco church of Borduria recalled a devout Dada. "He would kneel and pray at the church in the morning. He once told me, 'Even if I am asked to give my life, I am ready for it'".

Dada joined the 3rd battalion of the Parachute Regiment on October, 28, 1997. In 2005, he was transferred to the Assam Regimental Centre and on January 24, 2008, he joined the 4th battalion of Assam Regiment. He then requested a transfer to an RR battalion engaged in J&K operations. He was posted to 35 RR in May 2016.

Senwang, the brave heart's six-year-old son, wants to step into his father's shoes. "I want to be an Army officer," he says in the documentary.

 

 

 

Stop nepotism and favouritism: AAPSU

ITANAGAR, Jan 27: The All Arunachal Pradesh Students' Union (AAPSU) has reiterated its demand for immediate appointment of regular DDSEs, principals, vice principals and headmasters at all the schools and institutions in the state on seniority basis without nepotism and favoritism.

 'Only those who fulfil the guidelines should be appointed, without nepotism and favoritism as has been the prevailing practice till now,' said AAPSU President Hawa Bagang.

 'The practice of appointing juniors while bypassing senior and deserving candidates to the posts of DDSEs, principals, vice principals and headmasters has adversely affected the morale of worthy officials. It has affected the work atmosphere and the overall growth of the state's education sector,' said Bagang.

The AAPSU also urges the state government to provide fund for procuring textbooks without further delay. The absence of fund for buying textbooks is a serious matter and the apex students' union will not remain a mute spectator on this issue, the Union said.

The AAPSU also remined the state government about the 17-point memorandum it has submitted to the chief minister.

The union asked the govt to come up with solution to the demands placed by first week of February, 2017.

The union meanwhile has welcomed the initiative taken by the state government for establishing a full-fledged state university in Pasighat, East Siang district.

 'The development seems to be in right earnest, with Deputy CM Chowna Mein seeking a master plan for the university by the first week of February, and negating the idea of seeking fund for its construction on piece meal basis as it appeared recently in local dailies,' said AAPSU General Secretary Tobom Dai.

However, Dai lamented the tardy progress with regard to the lone state-owned university, which was to be established, under the Arunachal University Act, in 2012.

'Even four years after its foundation stone was laid, and successive governments promising to make it fully functional, not much headway has been made on the ground,' Dai said.

Dai added: 'It is intriguing to observe that Arunachal University, Pasighat, which is catering to around a hundred students in various streams, is being made to function on borrowed time, with no infrastructure and no regular officials appointed to run it. Hence, apart from a financial grant, the need of the hour is to institutionalize the state university by immediately appointing a regular vice-chancellor, a controller of examination, a registrar, and sufficient subject teachers for the PG programmes.'

 

 

 

Govt to amend rules on recruitment

ITANAGAR, Jan 27: The govt has decided that the delimitation of rules under Arunachal Pradesh Public Service Commission (APPSC) would be amended so that the entire process of appointment of grade B and below state govt employees would also be done through the commission.

This was decided at a meeting between Chief Minister Pema Khandu and APPSC chairman Tajom Taloh.

The CM has asked the Commission to devise a specific calendar of activities/examinations so that the candidates could plan and prepare themselves accordingly. In the meeting on Friday, Khandu also suggested to shorten the period of the selection process which at present is very lengthy and time taking and to accord top priority towards merit and transparency.

"No room should be given for any malpractice," the CM urged.

Taloh who had assumed the office a month ago informed the CM that the commission's inbuilt system is very effective and transparent. He however pointed out that due to shortage of manpower and required infrastructure, there have been instances of delay in executing the commission's activities in smooth and time bound manner.

While agreeing with Taloh over the shortcomings, the CM assured to augment the capacity in the APPSC by providing additional human resource as well as by upgading infrastructure through construction of additional rooms.

The matter of changing the pattern of APPSC examination to UPSC pattern for benefitting the candidates was also discussed in the meeting. The Chairman was requested to load all the past question papers and syllabus of preliminary and mains examination on the website of the commission so that the aspiring candidates can benefit from it.

 

 

 

State celebrate R-Day

ITANAGAR, Jan 27: The State of Arunachal Pradesh on Thursday erupted in a patriotic mode to celebrate the country's 68th Republic Day.

From freezing temperature of Tawang to tight security in Tirap, Changlang and Longding districts, here is brief report on Republic Day celebration across the state.

At Namsai, Deputy Chief Minister Chowna Mein unfurled the National Flag.

In his address, Mein called upon the people to imbibe principles of non-violence and commit themselves to building the largest democratic republic of the world.  

 "The State Government under the leadership of Chief Minister Pema Khandu is committed to providing a transparent, effective and accountable administration in the state and for fulfilling the expectations and aspirations of the citizen sincerely devoted for all round development of the state," Mein said.

He said that Namsai being a new district has some shortages and limitations to discharge its services upto the expectation of the common masses but untiring efforts are on for transforming our district into fully functional one and to convert it into an "epitome of Arunachal Pradesh".

He also asked the district administration and police to have strict vigil and take stern action against those found indulging in drug trafficking and selling.

The state government is actively considering for an alternative livelihood for poppy cultivators, Mein said adding that government has also released fund to make all the defunct de-addiction camps in the state functional.

The Deputy Commissioner also highlighted various developmental activities taken up by the government in the state and the district.

At Changlang, Deputy Commissioner Wayong Khimhun, who unfurled the national flag on the occasion, highlighted some of the important achievements made by the district through various departments. He said that the progress of a nation is the result of the hard work of its people.

PT display, colourful cultural programme by school children were the main attractions of the daylong programme.

At Tirap, besides district headquarters Khonsa, R-Day was also celebrated at Deomali, Lazu, Soha and Dadam in a grand and peaceful manner.

Unfurling the national tricolor, Tirap Deputy Commissioner Ravi Jha paid homage to martyr Hangpan Dada for his supreme sacrifices. He informed that President of India has awarded "Ahosk Chakra" to him posthumously, which has been received by his wife Chasen Lowang Dada at New Delhi.

Various competitions such as baby show, running race (100mt), PT display etc were organized as part of the celebration. The stall put up by Horticulture Department was adjudged best.

At Tawang Deputy Commissioner Sang Phuntsok called upon the people to maintain peace and tranquility in the region and be equal partners in development front. He exhorted the Govt. officials to be the servants of public in true sense and serve with  utmost sincerity and dedication.

Tawang MLA Tsering Tashi was also present on the occasion.

Twelve persons, including teachers, govt. officials, jawans from army and SSB were given commendation certificates in recognition their meritorious services in their respective fields.

At Aalo, Deputy Commissioner Gamli Padu appealed all the banking institutions and government departments to work relentlessly to fulfil the vision of the govt. to go cashless. He said that all the villages, offices and educational institutions would be covered in camping mode by the district administration to achieve cent percent Aadhar enrolment by March 31, 2017.

The DC urged the youth and their mentors to ensure that energies of youths are utilized for constructive purposes only.

Republic Day was also celebrated in all other district headquarters in benefitting manners, where development initiatives of the state government and various achievements of their respective districts and state as a whole were highlighted by the Deputy Commissioners.

R-Day celebration reports have so far been received from Daporijo (Upper Subansiri), Seppa (East Kameng), Anini (Dibang Valley), Ziro, Yazali (Lower Subansiri), Hawai (Anjaw), Roing (Lower Dibang Valley), Bomdila (West Kameng), Yingkiong (Upper Siang), Namsai (Namsai, Tezu (Lohit), Sagalee, Leporiang (Papum Pare).

Pema assures help to body builder

ITANAGAR, Jan 27: Chief Minister Pema Khandu assured to extend all help from the state government to Arunachal's only female bodybuilder, Paklu Taipodia in her pursuit to take part in her future competition at national and international level.

They met in Itanagar on Friday.

Taipodia who was accompanied by her coach and husband, Raj Thakuri spoke about venturing into a sport, which is traditionally a men's arena.

A former weightlifter who earned several laurels at the national level, she switched from weightlifting to bodybuilding in order to balance her family life with professional life.

A mother of three, Taipodia is the winner of the seventh edition of the Eastern India Miss Fitness Championship held in Assam on 8th January 2017.

In her national debut, she stood fifth in the Satish Sugar Senior National Bodybuilding Championship 2016 held in Karnataka. She, however, claimed to have beaten that position and expressed confidence to compete at the international level in the Asian championship.

The Chief Minister, who himself is a keen sports enthusiast was deeply moved by the ordeal she had to undergo to keep herself physically fit as a bodybuilder.

During the gaining phase, she spends about 1 hour in gym, which increases to 5-6 hours a day as competition approaches. Also she has to go on strict dietary routine without intake of water and salt during the competition.

 

 

 

Discipline and good manners must for students: Libang

YINGKIONG, Jan 27: "Discipline and good manners is must as a student," Rural Development and PR Minister Alo Libang said while speaking at the Annual meet of Simong Students at Simong village near here on Tuesday.

Urging them to do away with liquor and all other forms of tobacco, he further advised the student community to study hard and give their best for succeeding in life.

He lauded the organizing committee for organizing the events which provides platform to showcase hidden talents in various discipline like sports, cultural & literary field.

Further saying that students are the future backbone of a society; he advised them not to waste time and energy by getting involved in Unions or Association.

Fire devastates Hu-Moli village, Chongkham

AALO, Jan 27: Two OBT dwelling houses, three granaries, one Rice Mill, Anganwadi Center and a Community Dere was completely gutted down at Hu-Moli village in a devastating fire accident that took place at around 12.45pm on Jan 25 last.

Relief amount of Rs. 6000/-to each to the fire victims was handed over by the District Administration.

A type II joint government quarters were damaged in a devastating fire that broke out around 11.45 am at Chongkham on Thursday. The quarters belonged to Chow Nantiya Namchoom, teacher of Govt Hr. Sec School and DN Upadhaya, Agricultural Field Supervisor.

There has been no report of any casualty.

Fire tenders from Namsai and Tezu rushed to spot and doused the fire before it spread further. The cause of fire is not known.

 Deputy Chief Minister Chowna Mein and Parliamentary Secretary Forest & Environment Chow Tewa Mein took stock of the damage caused by the devastating blaze. As an immediate relief to the affected families, Parliamentary Secretary Chow Tewa Mein provided cash amount to the victims and assured all possible helps. ATA serves ultimatum to redress grievances

ITANAGAR, Jan 27: Arunachal Teachers' Association (ATA) on Friday reminded the Education Minister of his assurance given during pen down strike to redress the various grievances of the teachers of the state within three months, which expired on January 26.

An ATA team along with its affiliated members AASSATA and ARMSATA on Friday served joint ultimatum to Education Minister to disclose the steps initiated so far by the government to redress the demands of the teachers and also the findings of the three-member committee on SSA within the first week of February 2017, or else the teachers' associations have threatened to resume the statewide mass agitation.

ATA in a release said that the minister during interaction informed that the department was working on the issues of the teachers but couldn't meet the deadline due to ongoing interview.

 "The minister, however, informed that the enhancement of salary of RMSA teacher has been agreed in principle by the MHRD and is expected by the next financial year.

Action on rest of the demands and the report of three-member committee will be informed immediately after the completion of ongoing teachers' interview," ATA informed quoting the minister.

 

 

 

Auditorium cum Movie Hall dedicated to Amarveer Naik Tape Yajo

AALO, Jan 27: In what can be hailed as a befitting tribute to one of the most decorated army men hailing from tiny Karo village, interior most Monigong circle of West Siang district, the Auditorium cum Movie Hall of Aalo Military Station has been dedicated to Amarveer Naik Tape Yajo, Kirti Chakra (Posthumous) on the auspicious occasion of 68th Republic Day on Thursday.

Amarveer Tape Yajo Auditorium was inaugurated by Tamang Yajo and Yappon Yajo, proud parents of late Yajo amid applause in presence of various civil and military dignitaries and people of Aalo in a grand celebration at Aalo Military Station here.

The parents of Naik Tape Yajo, Kirti Chakra were also felicitated on the occasion.

Earlier on the Martyrs Anniversary on Sept 22 last year, Aalo Military Station Gate was dedicated as 'Amarveer Tape Yajo Dwar' and the road from main gate leading to his house  named 'Amarveer Tape Yajo Road.'

Late Tape Yajo had served in the Indian Army for more than 12 years. Before getting posted to J&K, he was exposed to various other training schools and terrains. He was decorated with 50 years of Independence Anniversary Army Medal, Videsh Seva Medal with clasp Bhutan, Special Service Medal with clasp Suraksha, OP Rakshak Medal, High Altitude Medal, Nine Years Long Service Medal, a rare feat for any army men in the country.

On Sept 21 2008 during an operation in Jammu & Kashmir, Naik Tape Yajo volunteered to lead scout of attacking column tasked to eliminate terrorists in the Poonch Sector, Jammu and Kashmir and laid down his life in the fierce gun battle that followed. He was posthumously honoured with Kirti Chakra, one of the highest gallantry Awards in the country.

Amarveer Tape Yajo is survived by his 75 years old father Tamang Yajo, Mother Yappon Yajo (70) and his three children.

To commemorate his sacrifice for the nation, a Sainik School has been upgraded in his name at Poonch (Jammu & Kashmir) by Govt of India and a Gym Club has been installed at Happy Valley (Shillong) in his name at Assam Regiment Training Centre. (DIPRO)

 

 

 

'Dulari Kanya' to check infant mortality launched on R-Day

ITANAGAR, Jan 27: Arunachal Pradesh launched 'Dulari Kanya', a special scheme to check infant mortality in the state, on the occasion of the 68th Republic Day on Thursday.

Under the scheme, the government will deposit Rs 20,000 in the bank account of a girl child born in any government hospital. It would be paid along with the accrued interest after she attains 18 years of her age.

The Governor of Arunachal Pradesh, who launched the scheme on the occasion at IG Park here, highlighted various schemes initiated by the state. The Governor said the state had already submitted proposals to the Centre for improvement of infrastructure in the international border areas to check stress migration.

"The proposals having an estimated cost of about Rs 8000 crore in the sectors of health, education, rural connectivity, hydropower, solar energy, public distribution system and drinking water have been submitted. This will bring about a massive development in the remote border areas of the state," he said.

"The blueprint for development of the state is three pronged with a robust network of connectivity of road, rail, air and IT. The focus areas includes making the state as the organic hub and fruit bowl of India, as the hydropower capital of the country and as home for spiritual, wellness and adventure tourism," he added.

The governor said that with the commissioning of the six advanced landing grounds (ALGs) in Arunachal Pradesh it is imperative that the commercial air service within the state and outside be started immediately.

He also informed that Air India would soon start a dedicated service in the state. The government was also contemplating on having a fixed wing aircraft on wet lease and to connect these six airfields which could be used for passenger service, medical evacuation and during disaster situations, he said.

"The Centre is ready to sanction projects worth Rs 50,000 crore in the road sector in addition to the roads sanctioned under PMGSY (Pradhan Mantri Gram Sadak Yojana). The proposal of the state government for constructing a 430-km long double lane east-west highway along the foothills at a total cost of Rs 5,244 crore has been accepted by the Union Ministry of Road Transport and Highways," he said.

On the education sector, he said, the government has decided to convert at least one existing school in each district into a model school, equipped with modern and latest learning and infrastructural facilities.

The schools have been identified and work is being done in a time-bound manner by the authorities concerned.

The governor said 2,600 posts in various ranks of police would be filled up soon in a time bound manner and Rs 107 crore had been recently sanctioned for building police infrastructure.

Earlier, the governor paid rich tributes to the great leaders and freedom fighters on the occasion and remembered the sacrifice of Ashok Chakra awardee Havildar Hangpan Dada and Arunachal Ratna awardee Dy SP Bomto Kamdak.

Chief Secretary Shakuntala Gamlin announced the list of awardees in the three categories.

On the occasion, 23 persons were conferred with gold medal and 17 with silver medal while sixteen persons were conferred commendation certificates in recognition to their meritorious services in their chosen fields.

Eight-year-old girl Peeju of Jullang Village, Itanagar and former minister Techi Takar were awarded posthumously.

Peeju, a student of Alphabet Public School, Nirjuli, who sacrificed her life in an attempt to save two of her friends from drowning in the Pachin River last year, has been conferred the much coveted Bharat Award on the occasion of Republic Day at New Delhi.

Ceremonial march past by parade contingents including Police, Paramilitary contingents, NCC Cadets, Scouts & Guides and school children of various schools of the capital complex, colourful cultural programme by school children and other folk dance troupes, presentation of Tableau by departments were major  highlights of the day.

While, CRPF battalion was declared the best among the paramilitary contingents in parade, Oju Mission school girl's team was adjudged the best among school parade contingents. PTI

 

 

 

Tezu General Hospital gets Blood Bank

Tezu, Jan 27: Tezu Blood Bank was inaugurated at General Hospital Tezu by the Veterinary & Animal Husbandry, Dairy Development and Art & Culture minister Dr. Mohesh Chai. With this new addition, the hospital also has in its kitty a boyle's apparatus, TV probe and diathermy machine procured through CSR activity of ONGC, New Delhi.

Expressing immense satisfaction, Chai said that inauguration of Blood Bank at Tezu was a historic moment which will benefit the poor and needy people of the district. He specially congratulated the staff of the hospital for achieving this milestone saying that it was a long awaited dream. Meanwhile speaking on the memorandum submitted by the General Hospital for posting of more numbers of GDMOs and ward in-charges, the minister assured to take up this case on a priority basis.

Further, elucidating on the procurement of live saving devices through CSR activities, DMO S Chai Pul said that this was possible due to the concerted efforts put in by district administration, local legislative and the health department. It is pertinent to mention here that a computerized radiography machine was earlier procured through CSR scheme of PGCIL which will enable capture of clearer pictures of x-ray images. Taking special interest in providing the denizens of Lohit district with hi-tech cum cost cutting services, the DC had personally pursued its procurement. The DMO said that this machine will enable speedy investigation, storage and even online report transfer for patients.

Further speaking on the importance of a blood bank in the vicinity, DC Danish Ashraf said that this will mitigate the cases of HIV infection and also save lives during emergencies. He expressed gratitude at the minister for making efforts to strengthen the facilities of the hospital. He was particularly grateful towards ONGC and PGCIL for donating critical life saving devices and OT equipments. He further assured give his support and cooperation to the health department in near future also. The inauguration was attended by staff of the hospital, executing agencies and public of Lohit district.

Kora team lifts Tumpak Koyu Memorial Football Trophy

NARI-Seren, Jan 27: Kora Soccer Club (SC) lifted the Season-II ‘Tumpak Koyu Memorial Football Tournament (Constituency level) trophy beating Nari Football Club 5-4 via penalty shootout at Nari Daying Ering Football Stadium on Thursday.

The match went to penalty shootout after both the teams locked at 1-1 in regulation and extra time.

Irak Ringu put Kora SC ahead by scoring in 22nd minutes which was equalized by Itom Bomjen of Nari team in 37th minutes of the second half.

The champion team (Kora) was awarded cash prize of Rs 60,000 and additional Rs 10,000 along with the coveted trophy. The runner up team was given Rs 25,000 and additional Rs 5,000 with a trophy.

Dege Sora of Kora team and Hengkar Koyu were adjudged as the “Best Player” and “Best Goalkeeper” of the tournament.  Hengkar was adjudged as the best goalkeeper for the second time.

Nari SC was declared best the as disciplined team.

Altogether 20 teams from different villages under Nari-Koyu constituency participated in the tournament.

Addressing the concluding function, public leader of Nari Karto Kaye encouraged the players to make career out of the sports. He appealed to the parents to encourage their children to participate in games and sports activities for physical as well mental development.

Appreciating the effort of the organizers for giving a platform to the budding players to expose their talents, he donated few amounts to the organizing committee and both the finalists.

He informed about various programmes and policies of the state for the welfare of sportspersons, including job reservation for talented ones. He also appreciated Sports Authority of Arunachal vice chairman Gechi Doke for his efforts for development of the mini stadium at Nari.

Another public leader of Seren, Rekar Doye suggested the players to always maintain discipline and true sportsman spirit while taking part in any competition. He hoped that the sports tournament would strengthen the existing relation among the villagers in Nari-Koyu area.

Ramle Banggo Football Association, Kaling Kakki, Nari Circle Officer Marte Riba and EAC Ainstein Koyu, who conducted the tournament, also spoke on the occasion.

Among others, Nari ADC Bani Lego, EAC, J Bam, Nari-Seren block ZPM, Kenyom Dabi and PRI members, government officials, local Gaon Burahs and public leaders also witnessed the final match.

The tournament was sponsored by the family of late Tumpak Koyu, who was a prominent public leader and social reformer of then undivided Siang district, and organized by Tumpak Koyu Football Tournament Committee.

 

 

 

PBL: Rakesh and Neillie win men’s women’s single titles

ITANAGAR, Jan 27:  Rakesh Doley from All India Radio (AIR), Itanagar Kendra and Nellie Manpoong from Independent Review won the men’s and women’s single titles of the Press Badminton League (PBL), which concluded at MLA Cottage Badminton Stadium here on Friday.

Rakesh defeated Damien Lepcha of The Arunachal Pioneer in straight 15-13, 16-14 set to win the men’s single title.

In women’s single, Nellie faced stiff challenge from her double partner Evana Tissopi of The Arunachal Age before sealing the match in her favour in three sets (15-13, 8-15, 15-13).

Earlier, Nellie pairing with Evana beat the duo of Lipi Nyodu and Taba Antra (Doordarshan) 2-0 (17-15, 15-7) sets to win the women’s doubles title.

In men’s double, K Mamai and Rakesh Doley of AIR beat the pair of Goi Gara and Pradeep Adey of DD 15-5 and 15-11 sets to win the title.

Damien Lepcha and Evana Tissipi beat Nellie Manpoong and Talar Yuto of The Arunachal Pioneer in straight 15-8, 15-9 to win the mixed doubles title.

The first ever two-day PBL of print and electronic media houses of the state, including Doordarshan and All India Radio was organized by the young journos of state under the aegis of Arunachal Press Club (APC).

Sports Secretary Dani Sulu and Arunachal State Badminton Association (ASBA) secretary Bamang Tago attended the opening and closing ceremony of the tournament respectively.

National umpires Penya Bagra and Tania Yasap were the chief and second referee for the entire tournament.

 

 

 

Genesis FC wins 2nd edition of Balijan premier league

BALIJAN, Jan 27: Genesis FC beat Kra Daadi FC by a margin of 5-4 to win the 2nd edition of premier league football tournament which concluded at the general ground here on Friday.

Taba Rakesh of Papum Pare FC was the highest scorer while Takam Tayem of Kra Daadi FC was declared the best player. B Krong of Genesis bagged the best goalkeeper award.

Speaking on the occasion, BJP Papum Pare district president Tana Hali suggested sportspersons to carry forward their talent by teaching young generation in their field of expertise.

Exhorting the players to play the game in team spirit, he said that if dedication and sincerity in games and sports are maintained, more laurels can be brought to the state and country.

 

 

 

Mobang FC lifts Lt. Ayon Boli Memorial Trophy

YINGKIONG, Jan 27: Mobang FC lifted the Lt. Ayon Boli Memorial Football Trophy at General Ground here on Thursday.

In a competitive final match between Mobang FC and Rakham FC, both the teams couldn't score any goal which was later decided through penalty shootout. Maklek Apang was awarded with the best scorer of the tournament award.

Donyi Polo Raising Day celebrated

SEPPA, Jan 27: The believers of Donyi-Poloism of East Kameng on Friday celebrated 17th Raising Day of Donyi Polo organized by district Central Nyedar Namlo at Nyedar Namlo, Seppa.

Attending the celebration, East Kameng Deputy Commissioner Rajeev Takuk exhorted the people to protect and preserve their indigenous faiths and religious practices for keeping ethnic identity intact.

He also stressed the need for creating awareness among the tribal communities of the need to modify some religious behaviors and practices suitably.

Citing the example of Fr. Krick, who arrived in Pasighat in mid of 19th century for propagation of Christianity in the area, the DC opined that with sheer dedication and sacrifice it is possible to promote and propagate any religious belief and faith to achieve its zenith. He advised the followers to work in tandem and with missionary zeal for promotion of Donyi Poloism and their rich tradition and culture.

Calling for united efforts for promotion of Donyi Poloism across the state, he suggested for organization of state level inter-tribe religious conferences periodically and thus enabling, sharing of ideas and thoughts.

Overwhelmed by the enthusiasm exhibited by the Donyi Polo believers of the district, DHO Rumro Sorum appealed to the followers to maintain and continue the same zeal for development and widespread propagation of the Donyi Poloism.

Earlier, the day-long celebration started with hoisting of flag followed by congregational prayer, discourse on various topics on Donyi-Poloism and cultural presentations.

Taga advocates institutionalization of tribal practices

ITANAGAR, Jan 27: Power (Electrical) and Industries Minister Tamyio Taga has called for documentation and institutionalization of traditional practices of tribal people particularly traditional practices of Nyibus (Priests) of Arunachal Pradesh.

Addressing the 17th Nyedar Namlo Foundation Day celebration near the new Nyedar Namlo ground here on Friday, Taga said that  Nyibus play a vital role in healing the numerous diseases. "They have god gifted power and  their ritual/traditional practices need to be institutionalized," the minister said. He further said that Nyibus should be provided good remunerations for the services to the  society.

Highlighting the role of Nyedar Namlo movement in promotion and preservation of Indigenous culture and tradition, the Minister appealed to the followers of indigenous  faith to  preserve  and promote own cultural heritage and tradition.

 The minister also assured of a high mast lighting tower along with a transformer  for installation near the Tampo Stand, Itanagar, very soon.

Among others, Joint Director of  Art & Culture, Jomnya Siram, Nyishi Indigenous Faith and Cultural Society (NIFCS) general secretary cum organising committee chairman Gichik Taza, VP Central Nyedar Namlo committee Dr. Taba Heli also spoke on the occasion.

 Social activist and councilor Higio Aruni was felicitated for her outstanding contributions in promotion and preservation of indigenous faith and culture of the state.

 

 

 

APST Bus and Sumo service flagged off at Tawang

TAWANG, Jan 27: Local MLA Tsering Tashi flagged off the newly introduced APST bus service from the district headquarters to Tsaighar and another APST Tata Sumo service from here to Rho on the occasion of 68th Republic Day celebration on Thursday.

Considering the long felt demand, the MLA opined that the service would bring huge relief to the people of both areas. He, however, sought cooperation from public for its smooth running.

Forum demands ban on adhoc promotion

ITANAGAR, Jan 27: The Arunachal Justice Forum (AJF) has demanded blanket ban on adhoc promotion, officiating or functional appointments in all departments of the state.

In a memorandum to the Chief Minister, the Forum said the adhoc promotion to the selected posts shall have a catastrophic impact on the bedrock of the Govt establishment and it will also open the floodgate of corruption, nepotism and favouratism in Govt departments.

Claiming that the PW department is following the Departmental Promotion Committee (DPC) in promotion of JEs to SEs, but it does not follow DPC for  SE to CE, Forum said that the Govt had issued notifications several times in favour of DPC rather than adhoc promotion in various departments.

Moreover, the Forum claimed, the blanket ban on adhoc promotion was imposed by Gauhati High Court in PIL No 25/1999.

It urged the CM to  issue directives to all concerned authorities within seven days  to stop adhoc promotion, officiating and functional appointments and conduct DPC for departmental promotions.

 

 

 

Vaccination camp held

ITANAGAR, Jan 27:  A vaccination cum animal health camp was organized on Wednesday at Thembang in West Kameng district under the aegis of ICAR, National Research Centre on Yak, Dirang, Arunachal Pradesh under Tribal sub-Plan (TSP). About 120 cattle and yak hybrids were vaccinated against Hemorrhagic Septicemia, Black Quarter and Foot and Mouth Disease, a release stated.  Dr. Juwar Doley, Scientist and Dr. Mokhtar Hussain, Sr. Technical Officer, ICAR-NRC on Yak acted as resource persons for conducting the day long programme. Besides this, animals were treated for different ailments like general weakness, diarrhea, parasitic infestation etc.

BJP district executive meeting

ITANAGAR, Jan 27: The BJP District Executive Meeting of Siang District was held at Boleng on Jan 24.

The meeting attended by State Office Bearers, District Office Bearers, Mandal Office bearers of Pangin- Boleng Mandal and Rumgong Mandal was presided by President, BJP, Siang District,  Tabong Mibang.  

Participating in the State Executive Meeting, Ojing Tasing, State Secretary and Prabari of Upper Siang District spoke on the life and work of Pt.  Deen Dayal Upadhayay. He deliberated on the philosophy of Pt. Deen Dayal Upadhayay  and elaborated on the concept of Antyodaya   for the benefit of the BJP Karyakartas.

District General Secretary, Tapang Mize spoke on demonetisation policy of Prime Minister Narendra Modi. In his deliberation, Mize said that demonetisa-tion had helped in curbing black money and countering terrorism in the country. He also shared the various advantages of cashless transaction and how it will lead to more transparency and accountability.   Mandal President of Pangin - Boleng Mandal Tapang Tamut deliberated on the various pro-poor developmental schemes  launched by Prime Minister.

State Media Secretary Nalong Mize highlighted all the legislations and steps taken by Prime Minister Narendra Modi's government in bringing transparency and accountability in governance.

 District President, BJP, Siang District, Tabong Mibang in his address urged all the office bearers and party workers to maintain party discipline.    

 

 

 

12 hours Chakka bandh declared in Aalo

AALO, Jan 27: Alleging that the state government has failed to address its demands, the Memo Ao Youth Association (Maya) and Pushi Bango Welfare Society (PBWS) have jointly declared 12 hours Chakka bandh on February 1st, 2017. In a release, the organisation stated that bandh will particularly affect Bam Tri Junction (Including Nyorak bypass Road), Pushi Bango area, Aalo Township and Nyiko Bango area.  The organisations were demanding for early restoration and maintenance of road from Bam to Aalo in West Siang district. Agitated with poorly maintained road, the organisations served 10 days ultimatum to the authority for immediate maintenance of poor road and early execution of Trans Arunachal Highway.

SEPPA, Jan 27: As part of Swachch Bharat Abhiyan, the office of Deputy Director Industries conducted social service at DIC here on Thursday on the occasion of 68th Republic Day celebration.

During the drive, ADI N Doka along with his staff cleaned the office and its premises. They later pledged to keep the office and its surrounding clean and continue this endeavor with same zeal and enthusiasm. (DIPRO)

 

 

 

Oyster mushroom production technology

ITANAGAR, Jan 27: Demonstrations on oyster mushroom were conducted at Kumari Khampti, Kumari Kachari, Chongkham, Alubari and Namliang villages under Namsai district recently.

Aimed at popularizing oyster mushroom production which is a safe and viable method for alternative easy source of income, it is being conducted by KVK Lohit under ICAR-NRC on Yak, sponsored by ATMA, Kheram, Namsai district.

The units in different villages will be maintained by the women SHGs. Under this programme, the SHGs were initially provided mushroom spawns.

SMS Horticulture Ph Chandramani Singh demonstrated the technique of mushroom culture.

Dr D Sasmal encouraged the women SHGs to go for large scale production.

 

 

 

School souvenir released

ITANAGAR, Jan 27: Former Zilla Parishad Member of Doimukh Tana Bado released the souvenir of Govt. Secondary School, Mani in a simple function  on January 26.

The souvenir "K"OMCH" (the dawn) was published to commemorate the Sports Week of the school in November last year.

Headmaster of the school Nabam Reekam and teachers of the school were present on the occasion.

 

 

 

Headmaster dies in accident

ITANAGAR, Jan 27: Tabom Koyu, Headmaster, Govt. Secondary School, Chimpu, was killed in a tragic road accident on Thursday.

Confederation of Service Associations of Arunachal Pradesh (CoSAAP) informed that the headmaster, along with a friend Uma Shankar Yadav, was returning from the school in his Maruti Swift car after observing the Republic Day celebration when they met with an accident near PHQ here.

Koyu died on the spot while his friend is grievously injured in the accident who was shifted to Heema Hospital here and then later to Tomo Riba State Hospital Naharlagun.

A graduate from Jawahar Lal Nehru College, Pasighat, Late Koyu is survived by his wife, three daughters and a son.

CoSAAP has conveyed its heartfelt condolence to the bereaved family members to bear the irreparable loss and prayed for the eternal peace of the departed soul. It also prayed for the immediate recovery of Uma Shankar Yadav.

Meanwhile, Arunachal Teachers Association (ATA) mourned the sudden demise of Tabom Koyu.

ATA conveyed heartfelt condolences to the bereaved family of Tabom Koyu and prayed to almighty to rest his departed soul in eace.

The teachers association also prayed for speedy recovery of critically injured US Yadav.

Inspiring tales

As India celebrated its 68th Republic Day, the two son of soil made whole Arunachal proud with their immense contribution to the nation. Havildar Hangpa Dada was posthumously conferred the Ashok Chakra by President Pranab Mukherjee. He laid down his life after single-handedly killing three terrorists in Jammu and Kashmir last year. The highest peacetime gallantry award for valour and courageous action was accepted by Dada's widow Chasen Lowang. Late Dada's heroic has inspired millions of Indian and he has symbol of bravery.

Another Arunachalee, Major General Jarken Gamlin was conferred with Ati Vishisht Seva Medal (AVSM) on the eve of Republic Day. Currently posted at Jammu and Kashmir, General Gamlin is a decorated Gorkha soldier and is the first Arunachalee to occupy such a high rank in Indian army. Ironically for a state which is famous for being land of khusi-khusi, it is the two disciplined tribal son of soil that has brought fame to Arunachal with their valour and success. The legend of martyr Dada will continue to inspire generation of Arunachalees. Government should take proper care of his wife and children. Also the achievement of Gen. Gamlin will inspire youths of Arunachal to compete with the mainland Indians in various field. The duo deserves bigger recognization from the Government of Arunachal.

Through the column of your esteemed daily, I would like to appeal government of Arunachal Pradesh to welcome back home Jeli kayi Tamin with great respect and celebration.

Now he is returning back home soon after having a press conference at Guwahati-Assam.

I'm overwhelmed by the noble gesture and step taken up  by Arunachal Pradesh government who awarded him with a state gold medal as a mark of respect on 68th Republic Day celebration at Itanagar.

I would further appeal the Government of Arunachal Pradesh to offer him a suitable job at Art and Culture department as a mark of respect for bringing leural for the state at national level.

It is a proud moment for people of India that paralympian Mariyappan thangavelu has been honoured with Padma Sri award. The Paralympics contingent's performance and medals this year is a celebration & triumph of human spirit. "Word by word, Sentence by sentence, Para by Para(lympics), these athletes have left their mark in the pages of history" The nation would also eagerly await Mariyappan's biopic which will not only inspire many diffabled to participate in Paralympics but also inspire them to overcome their challenges with fighting spirit and excel in their chosen field. I am sure his success story would make many diffabled to move from disability and say "I have this ability"

Lateral entry

Dear Editor,

As per information gathered from the Department of Personnel and other reliable sources, it seems that the Government is on  the process of appointing around 16-20 or more Circle Officers(CO) from among employees on 'Lateral Entry' basis.

If it is true, it is very likely that candidates having good relations with politicians will share the benefit.

The Government must hand over these posts to the Public Service Commission at the earliest, which we believe, will appoint the right person in the right place, thereby ensuring fair means. The ratio to Lateral Entry also seems to be high and vague. It would be advisable to reduce the ratio, considering the challenging nature of the job and the growing number of unemployed youths. If done, this could be good news to all the hard working aspirants in particular and the entire State as a whole.

Failure of the Government in handing over the stated posts to the rightful authority and keeping the ratio to Lateral Entry vague would instill a feeling of suspicion amongst the citizens.

Ill managed Pangsau Pass Winter Festival

Dear Editor,

There is every positive reason to feel proud of the three-day Pangsau Pass Winter Festival at Nampong. This festival has actually been coined at par with the Hornbill Festival of Nagaland to showcase and exhibit the rich traditional fervor of the tribes living along the Patkai hill range of eastern Arunachal Pradesh bordering Myanmar. But then, this year around, almost everything went wrong, literally every sphere, probably due to lack of proper planning and execution.

A team of Green Arunachal Foundation (GAF) members led by me who attended the festival felt defeated and exasperated after witnessing the failures in organizing such an important event. The annually celebrated Pangsau Pass Winter Festival attracts tourists not only from all over India, but even from abroad. This occasion is believed to be a medium to highlight the life of the people of the eastern most remote tip of the Union of India. So, we can well imagine the importance of this event.

Many of the tourists - in addition to have glimpses of cultural and traditional fervor of the people living along the Patkai range of the Indo-Myanmar border and taste the cuisines of the local indigenous people of the region - visit this place to see the historical ‘Lake of No Return’, which carries numerous myths and legends of World War II. The other important feature of interest for the visitors is the famous Stilwell Road that stretches from Lido in Assam, passes through Nampong, enters Myanmar and runs upto Yunan province of southern China. Unfortunately most of the tourists failed to have glimpses of these due to poor management. First of all, far too many passes were issued to visit the ‘Lake of No Return’ that lies some ten kilometers inside Myanmar. The organizers totally failed to tackle the flow of traffic resulting in chaos and many tourists had to return from half-way.

Leaving everything aside, the failure of security apparatus was the most condemnable of all. The incident of course was unfortunate, but the fact that a team of security forces escorting the visitors was ambushed by militants clearly shows how proactive the government was. The whole area was cordoned by the Indian security forces and all the visitors were stranded without food and water for almost seven to eight hours. Such incidents naturally are not a good sign of attracting tourists.

Therefore, the central government, in particular, must come out with a positive measure to contain the insurgency problem in the three eastern districts – Tirap, Changlang and Longding – of Arunachal Pradesh. It would probably sound more meaningful if the central government includes the Khaplang faction of the NSCN for peace talks, rather than hobnobbing only with the Issak-Muiva faction. Every Arunachalee is anticipating that something positive can be done for the state at a time when both the central and the state governments are being run by Bharatiya Janata Party and the Union Minister of State for Home is also from Arunachal Pradesh. Let’s hope we are not let down at such an opportune time.
