Governor resigns amid allegations of misconduct

ITANAGAR, Jan 27: The President of India has accepted the resignation of V. Shanmuganathan, as Governor of Meghalaya and Arunachal Pradesh. As per a communiqué from Rashtrapati Bhavan, Governor of Nagaland Padmanabha Balakrishna Acharya will hold the additional charge of the Governor of Arunachal Pradesh until the appointment of a regular one.
V Shanmuganathan, a veteran RSS Pracharak from Tamil Nadu, was accused of compromising the dignity of the Shillong Raj Bhavan and converting it into a 'Ýoung Ladies' Club'.
The staff of Shillong Rajbhawan wrote a letter addressing President and Prime Minister accusing Shanmuganathan of indulging in immoral activities and also harassing the staffs. The letter, whose copy is available with this daily, read "We feel he is demeaning the position of the Head of the State. He is rude, arrogant, temperamental, and untruthful. Above all, he has seriously compromised the dignity of the Raj Bhavan and unfortunately made the Raj Bhavan into a "Young Ladies Club."
The letter further read, "He reshuffled the staffs from the Governor's Secretariat and made "only all the young girls from the Secretariat" to work for him. He also transferred his own Private Secretary, who is a male, to the Governor's Secretariat.
"After his taking over, a lady from Chennai was appointed as his Personal Cook. A young girl from Jorhat was appointed as Personal Assistant and then was given the post of PRO. He has appointed a private nurse on night duty" , the letter read.
The staff also alleged that former Governor ill treated Rajbhawan officials. The letter lists several other indiscretions and even offers to furnish 'papers and photos' to prove the allegations.
Recently a lady who appeared for the interview of Public Relation Officer had accused V. Shanmuganathan of molesting her. Massive protest has been held against him in Shillong. Several civil society bodies have been carrying out protest seeking his ouster.
The former Governor had dismissed the allegation in an interview to local media of Meghalaya.
While Rajbhawan officials in Itanagar remains tightlipped, a highly placed source informed this daily that, few young ladies posing as personal staff of Governor regularly accompanied him during his visit to Itanagar. In fact ladies were with him even during Republic Day celebration. His strange behavior had worried the officials of state government and many of them felt extremely uncomfortable, said the source.
Meanwhile Union Minister of State for Home Kiren Rijiju while reacting to the development has stated that those holding constitutional posts should maintain certain decorum and be careful in their conduct.
The Arunachal Pradesh Congress Committee (APCC) has sought immediate arrest of former Governor Shanmuganathan for "seriously compromising" the dignity of the gubernatorial office and alleged that his conduct has hurt the sentiments of the people of North Eastern region. APCC also criticized Narendra Modi government for appointing person with RSS background as Governor instead of the experienced people. APCC also appealled to the State Women Commission and other Women Welfare Organizations of Arunachal Pradesh to come forward and demand an immediate enquiry to verify the CCTV footage and visitor's entry register of Raj Bhawan, Itanagar to find out the possibilities of any foul play.
New Governor to take charge
ITANAGAR, Jan 27: Governor of Nagaland Padmanabha Balakrishna Acharya will discharge the functions as the Governor of Arunachal Pradesh, in addition to his own duties.
The Governor designate, who will be arriving here on Saturday morning, will be sworn at the Darbar Hall of Raj Bhawan on January 28 at 1 pm.

Ashok Chakra for Martyr Hangpan Dada
Itanagar, Jan 27: Havildar Hangpan Dada, who laid down his life for the nation was posthumously awarded the Ashok Chakra on Republic Day.
Chasen Lowang, the wife of late martyr received the country's highest peacetime military decoration from President Pranab Mukherjee at Rajpath.

Havildar Dada was from Boduria village in Arunachal Pradesh. Fondly called "Dada" by his comrades, he had been posted in north Kashmir since late 2015.
Havildar Dada is survived by his wife and two children, daughter Roukhin, 10, and son Senwang, 6.
Meanwhile, the Army has released a documentary on the life of the brave heart which has since been watched thousands of time.
In the documentary, his friend Lance Havildar Vareshang of Sabu Post recalls the night of May 26, saying, "It was turning dark but Dada kept motivating us to look for the terrorists.
'We have to hunt them down', he told us.

"I am alive today because of Hangpan Dada," said Somhang Lamra, a childhood friend whom Dada had once saved from drowning. He once told me, 'Even if I am asked to give my life, I am ready for it'".
Dada joined the 3rd battalion of the Parachute Regiment on October, 28, 1997. In 2005, he was transferred to the Assam Regimental Centre and on January 24, 2008, he joined the 4th battalion of Assam Regiment. He then requested a transfer to an RR battalion engaged in J&K operations. He was posted to 35 RR in May 2016.

Stop nepotism and favouritism: AAPSU
ITANAGAR, Jan 27: The All Arunachal Pradesh Students' Union (AAPSU) has reiterated its demand for immediate appointment of regular DDSEs, principals, vice principals and headmasters at all the schools and institutions in the state on seniority basis without nepotism and favoritism.
'Only those who fulfil the guidelines should be appointed, without nepotism and favoritism as has been the prevailing practice till now,' said AAPSU President Hawa Bagang.
'The practice of appointing juniors while bypassing senior and deserving candidates to the posts of DDSEs, principals, vice principals and headmasters has adversely affected the morale of worthy officials. It has affected the work atmosphere and the overall growth of the state's education sector,' said Bagang.
The AAPSU also urges the state government to provide fund for procuring textbooks without further delay. The absence of fund for buying textbooks is a serious matter and the apex students' union will not remain a mute spectator on this issue, the Union said.

Govt to amend rules on recruitment
ITANAGAR, Jan 27: The govt has decided that the delimitation of rules under Arunachal Pradesh Public Service Commission (APPSC) would be amended so that the entire process of appointment of grade B and below state govt employees would also be done through the commission.
This was decided at a meeting between Chief Minister Pema Khandu and APPSC chairman Tajom Taloh.
The CM has asked the Commission to devise a specific calendar of activities/examinations so that the candidates could plan and prepare themselves accordingly. In the meeting on Friday, Khandu also suggested to shorten the period of the selection process which at present is very lengthy and time taking and to accord top priority towards merit and transparency.
"No room should be given for any malpractice," the CM urged.
Taloh who had assumed the office a month ago informed the CM that the commission's inbuilt system is very effective and transparent. He however pointed out that due to shortage of manpower and required infrastructure, there have been instances of delay in executing the commission's activities in smooth and time bound manner.
While agreeing with Taloh over the shortcomings, the CM assured to augment the capacity in the APPSC by providing additional human resource as well as by upgading infrastructure through construction of additional rooms.
The matter of changing the pattern of APPSC examination to UPSC pattern for benefitting the candidates was also discussed in the meeting. The Chairman was requested to load all the past question papers and syllabus of preliminary and mains examination on the website of the commission so that the aspiring candidates can benefit from it.

Pema assures help to body builder
ITANAGAR, Jan 27: Chief Minister Pema Khandu assured to extend all help from the state government to Arunachal's only female bodybuilder, Paklu Taipodia in her pursuit to take part in her future competition at national and international level.
They met in Itanagar on Friday.
Taipodia who was accompanied by her coach and husband, Raj Thakuri spoke about venturing into a sport, which is traditionally a men's arena.
A former weightlifter who earned several laurels at the national level, she switched from weightlifting to bodybuilding in order to balance her family life with professional life.
A mother of three, Taipodia is the winner of the seventh edition of the Eastern India Miss Fitness Championship held in Assam on 8th January 2017.
In her national debut, she stood fifth in the Satish Sugar Senior National Bodybuilding Championship 2016 held in Karnataka. She, however, claimed to have beaten that position and expressed confidence to compete at the international level in the Asian championship.
The Chief Minister, who himself is a keen sports enthusiast was deeply moved by the ordeal she had to undergo to keep herself physically fit as a bodybuilder.

A type II joint government quarters were damaged in a devastating fire that broke out around 11.45 am at Chongkham on Thursday. The quarters belonged to Chow Nantiya Namchoom, teacher of Govt Hr. Sec School and DN Upadhaya, Agricultural Field Supervisor.
There has been no report of any casualty.
Fire tenders from Namsai and Tezu rushed to spot and doused the fire before it spread further. The cause of fire is not known.

ATA serves ultimatum to redress grievances

AALO, Jan 27: In what can be hailed as a befitting tribute to one of the most decorated army men hailing from tiny Karo village, interior most Monigong circle of West Siang district, the Auditorium cum Movie Hall of Aalo Military Station has been dedicated to Amarveer Naik Tape Yajo, Kirti Chakra (Posthumous) on the auspicious occasion of 68th Republic Day on Thursday.
Amarveer Tape Yajo Auditorium was inaugurated by Tamang Yajo and Yappon Yajo, proud parents of late Yajo amid applause in presence of various civil and military dignitaries and people of Aalo in a grand celebration at Aalo Military Station here.
The parents of Naik Tape Yajo, Kirti Chakra were also felicitated on the occasion.
Earlier on the Martyrs Anniversary on Sept 22 last year, Aalo Military Station Gate was dedicated as 'Amarveer Tape Yajo Dwar' and the road from main gate leading to his house named 'Amarveer Tape Yajo Road.'
Late Tape Yajo had served in the Indian Army for more than 12 years. Before getting posted to J&K, he was exposed to various other training schools and terrains. He was decorated with 50 years of Independence Anniversary Army Medal, Videsh Seva Medal with clasp Bhutan, Special Service Medal with clasp Suraksha, OP Rakshak Medal, High Altitude Medal, Nine Years Long Service Medal, a rare feat for any army men in the country.
On Sept 21 2008 during an operation in Jammu & Kashmir, Naik Tape Yajo volunteered to lead scout of attacking column tasked to eliminate terrorists in the Poonch Sector, Jammu and Kashmir and laid down his life in the fierce gun battle that followed. He was posthumously honoured with Kirti Chakra, one of the highest gallantry Awards in the country.
Amarveer Tape Yajo is survived by his 75 years old father Tamang Yajo, Mother Yappon Yajo (70) and his three children.
To commemorate his sacrifice for the nation, a Sainik School has been upgraded in his name at Poonch (Jammu & Kashmir) by Govt of India and a Gym Club has been installed at Happy Valley (Shillong) in his name at Assam Regiment Training Centre. (DIPRO)
'Dulari Kanya' to check infant mortality launched on R-
ITANAGAR, Jan 27: Arunachal Pradesh launched 'Dulari Kanya', a special scheme to check infant mortality in the state, on the occasion of the 68th Republic Day on Thursday.
Under the scheme, the government will deposit Rs 20,000 in the bank account of a girl child born in any government hospital. It would be paid along with the accrued interest after she attains 18 years of her age.
The Governor of Arunachal Pradesh, who launched the scheme on the occasion at IG Park here, highlighted various schemes initiated by the state. The Governor said the state had already submitted proposals to the Centre for improvement of infrastructure in the international border areas to check stress migration.
"The proposals having an estimated cost of about Rs 8000 crore in the sectors of health, education, rural connectivity, hydropower, solar energy, public distribution system and drinking water have been submitted. This will bring about a massive development in the remote border areas of the state," he said.
"The blueprint for development of the state is three pronged with a robust network of connectivity of road, rail, air and IT. The focus areas includes making the state as the organic hub and fruit bowl of India, as the hydropower capital of the country and as home for spiritual, wellness and adventure tourism," he added.
The governor said that with the commissioning of the six advanced landing grounds (ALGs) in Arunachal Pradesh it is imperative that the commercial air service within the state and outside be started immediately.
He also informed that Air India would soon start a dedicated service in the state. The government was also contemplating on having a fixed wing aircraft on wet lease and to connect these six airfields which could be used for passenger service, medical evacuation and during disaster situations, he said.

in addition to the roads sanctioned under PMGSY (Pradhan Mantri Gram Sadak Yojana).

Mobang FC lifts Lt. Ayon Boli Memorial Trophy
YINGKIONG, Jan 27: Mobang FC lifted the Lt. Ayon Boli Memorial Football Trophy at General Ground here on Thursday.
In a competitive final match between Mobang FC and Rakham FC, both the teams couldn't score any goal which was later decided through penalty shootout. Maklek Apang was awarded with the best scorer of the tournament award.

Taga advocates institutionalization of tribal practices
ITANAGAR, Jan 27: Power (Electrical) and Industries Minister Tamyio Taga has called for documentation and institutionalization of traditional practices of tribal people particularly traditional practices of Nyibus (Priests) of Arunachal Pradesh.
Addressing the 17th Nyedar Namlo Foundation Day celebration near the new Nyedar Namlo ground here on Friday, Taga said that Nyibus play a vital role in healing the numerous diseases. "They have god gifted power and their ritual/traditional practices need to be institutionalized," the minister said. He further said that Nyibus should be provided good remunerations for the services to the society.
Highlighting the role of Nyedar Namlo movement in promotion and preservation of Indigenous culture and tradition, the Minister appealed to the followers of indigenous faith to preserve and promote own cultural heritage and tradition.
The minister also assured of a high mast lighting tower along with a transformer for installation near the Tampo Stand, Itanagar, very soon.

APST Bus and Sumo service flagged off at Tawang
TAWANG, Jan 27: Local MLA Tsering Tashi flagged off the newly introduced APST bus service from the district headquarters to Tsaighar and another APST Tata Sumo service from here to Rho on the occasion of 68th Republic Day celebration on Thursday.
Considering the long felt demand, the MLA opined that the service would bring huge relief to the people of both areas. He, however, sought cooperation from public for its smooth running.

Forum demands ban on adhoc promotion
ITANAGAR, Jan 27: The Arunachal Justice Forum (AJF) has demanded blanket ban on adhoc promotion, officiating or functional appointments in all departments of the state.
In a memorandum to the Chief Minister, the Forum said the adhoc promotion to the selected posts shall have a catastrophic impact on the bedrock of the Govt establishment and it will also open the floodgate of corruption, nepotism and favouratism in Govt departments.
Claiming that the PW department is following the Departmental Promotion Committee (DPC) in promotion of JEs to SEs, but it does not follow DPC for SE to CE, Forum said that the Govt had issued notifications several times in favour of DPC rather than adhoc promotion in various departments.
Moreover, the Forum claimed, the blanket ban on adhoc promotion was imposed by Gauhati High Court in PIL No 25/1999.
It urged the CM to issue directives to all concerned authorities within seven days to stop adhoc promotion, officiating and functional appointments and conduct DPC for departmental promotions.

12 hours Chakka bandh declared in Aalo
AALO, Jan 27: Alleging that the state government has failed to address its demands, the Memo Ao Youth Association (Maya) and Pushi Bango Welfare Society (PBWS) have jointly declared 12 hours Chakka bandh on February 1st, 2017. In a release, the organisation stated that bandh will particularly affect Bam Tri Junction (Including Nyorak bypass Road), Pushi Bango area, Aalo Township and Nyiko Bango area. The organisations were demanding for early restoration and maintenance of road from Bam to Aalo in West Siang district. Agitated with poorly maintained road, the organisations served 10 days ultimatum to the authority for immediate maintenance of poor road and early execution of Trans Arunachal Highway.

Oyster mushroom production technology
ITANAGAR, Jan 27: Demonstrations on oyster mushroom were conducted at Kumari Khampti, Kumari Kachari, Chongkham, Alubari and Namliang villages under Namsai district recently.
Aimed at popularizing oyster mushroom production which is a safe and viable method
for alternative easy source of income, it is being conducted by KVK Lohit under ICAR-
The units in different villages will be maintained by the women SHGs. Under this programme, the SHGs were initially provided mushroom spawns.
SMS Horticulture Ph Chandramani Singh demonstrated the technique of mushroom culture.

Headmaster dies in accident
ITANAGAR, Jan 27: Tabom Koyu, Headmaster, Govt. Secondary School, Chimpu, was killed in a tragic road accident on Thursday.
Confederation of Service Associations of Arunachal Pradesh (CoSAAP) informed that the headmaster, along with a friend Uma Shankar Yadav, was returning from the school in his Maruti Swift car after observing the Republic Day celebration when they met with an accident near PHQ here.
Koyu died on the spot while his friend is grievously injured in the accident who was shifted to Heema Hospital here and then later to Tomo Riba State Hospital Naharlagun.
A graduate from Jawahar Lal Nehru College, Pasighat, Late Koyu is survived by his wife, three daughters and a son.
CoSAAP has conveyed its heartfelt condolence to the bereaved family members to bear the irreparable loss and prayed for the eternal peace of the departed soul. It also prayed for the immediate recovery of Uma Shankar Yadav.
Meanwhile, Arunachal Teachers Association (ATA) mourned the sudden demise of Tabom Koyu.
ATA conveyed heartfelt condolences to the bereaved family of Tabom Koyu and prayed to almighty to rest his departed soul in eace.
The teachers association also prayed for speedy recovery of critically injured US Yadav.

Dear Editor,
As per information gathered from the Department of Personnel and other reliable sources,
it seems that the Government is on the process of appointing around 16-
If it is true, it is very likely that candidates having good relations with politicians will share the benefit.
The Government must hand over these posts to the Public Service Commission at the earliest, which we believe, will appoint the right person in the right place, thereby ensuring fair means. The ratio to Lateral Entry also seems to be high and vague. It would be advisable to reduce the ratio, considering the challenging nature of the job and the growing number of unemployed youths. If done, this could be good news to all the hard working aspirants in particular and the entire State as a whole.
Failure of the Government in handing over the stated posts to the rightful authority and keeping the ratio to Lateral Entry vague would instill a feeling of suspicion amongst the citizens.

Ill managed Pangsau Pass Winter Festival
Dear Editor,
There is every positive reason to feel proud of the three-
A team of Green Arunachal Foundation (GAF) members led by me who attended the festival felt defeated and exasperated after witnessing the failures in organizing such an important event. The annually celebrated Pangsau Pass Winter Festival attracts tourists not only from all over India, but even from abroad. This occasion is believed to be a medium to highlight the life of the people of the eastern most remote tip of the Union of India. So, we can well imagine the importance of this event.

Leaving everything aside, the failure of security apparatus was the most condemnable of all. The incident of course was unfortunate, but the fact that a team of security forces escorting the visitors was ambushed by militants clearly shows how proactive the government was. The whole area was cordoned by the Indian security forces and all the visitors were stranded without food and water for almost seven to eight hours. Such incidents naturally are not a good sign of attracting tourists.
Therefore, the central government, in particular, must come out with a positive measure
to contain the insurgency problem in the three eastern districts – Tirap, Changlang
and Longding – of Arunachal Pradesh. It would probably sound more meaningful if the
central government includes the Khaplang faction of the NSCN for peace talks, rather
than hobnobbing only with the Issak-
